Baltimore County Loan Programs for Investors

Baltimore County offers a lower entry basis than the DC suburbs and a deep stock of older brick housing, which makes it a steady market for renovations and long-term rentals. Values vary a lot between the east side, the west side and the northern suburbs, so we size loans on finished sales in the same neighborhood and on rents the area actually supports.

Investing in Baltimore County: what to know

County, not city

Baltimore County wraps around Baltimore City on three sides, and the two are completely separate jurisdictions with different permits, taxes and rules. Many “Baltimore, MD” mailing addresses are actually in the county. We lend in the county only, so we confirm the jurisdiction on every address before we issue terms.

Rental licenses through PAI

The county requires rental properties to be registered and licensed before a tenant moves in, including short-term rentals. For buildings with six or fewer units, a state-licensed home inspector completes an inspection sheet for each unit, and homes built before 1978 need lead documentation. The Department of Permits, Approvals and Inspections (PAI) administers the program, which we plan into every DSCR rental refinance.

The Urban-Rural Demarcation Line

The county has no incorporated cities or towns, and its long-standing Urban-Rural Demarcation Line (URDL) separates the areas planned for public water and sewer from the rural north. Inside the line, infill lots and tear-downs are realistic new construction plays; outside it, wells, septic and rural zoning shape what can be built.

Waterfront east side

Dundalk, Edgemere, Essex, Middle River and Bowleys Quarters sit on Back River, Middle River and the Chesapeake Bay. Waterfront homes can fall under the Chesapeake Bay Critical Area and floodplain rules that affect additions and rebuilds, so we check those before sizing the project.

What we look at on a Baltimore County file

  • Jurisdiction. County or City, confirmed from the tax record, not the mailing address.
  • Housing stock. Brick rowhouses and duplexes in Dundalk, Essex, Arbutus and Halethorpe, post-war Cape Cods and split-levels in Parkville, Overlea and Catonsville, and larger single-family homes toward Towson, Lutherville-Timonium and Owings Mills each have different budgets and buyers.
  • Rental license path. Whether the property can pass the county's rental license inspection and, for pre-1978 homes, Maryland's lead-risk rules.
  • URDL and utilities. Inside or outside the Urban-Rural Demarcation Line, and public utilities versus well and septic.
  • Inherited homes. Estates for county residents are opened with the Register of Wills for Baltimore County in Towson, with the Orphans' Court handling matters that need a judge. Our probate loans can pay off liens or fund repairs once someone has authority to sign.
